Lucky you being given the honor of raising the 60th Wedding Anniversary toasts for your parents and even if you are a bit nervous and not sure what to say or even when to say the toast, help is here.

A simple toast example would be
Please join me in raising your glass to my parents Mr and Mrs Diamond on their 60th Wedding Anniversary, wishing them good health and happiness on this special occasion.
In other words a toast is short, think 5 minutes maximum and its purpose is to get everyone to raise their glass, possibly stand up and wish your parents a Happy 60th Wedding Anniversary wishing them love, health and happiness.
If you are planning on having speeches then your toast would be at the end of the speeches. Everyone can then stand up and raise their glasses to wish your parents a very Happy 60th Anniversary.
"... and that just leaves me to ask you to raise your glasses to the Happy Couple and join with me in wishing my parents a very Happy 60th Wedding Anniversary" some people may then want to stand up and raise their glasses, which you can then say "Congratulations Mom and Dad, wishing you many more years of happiness and good health."
If you aren't planning on speeches then a toast would be good when everyone has arrived and has a glass in their hand.
"I wanted to thank you for coming today to celebrate Mom and Dad's special day, their 60th Anniversary. They have shown us all unconditional love for the last sixty years and what a Happy Marriage is. As you will then have everyone's attention you may want to then follow this with the cutting of the Anniversary cake if your parents are having one.
If you are having a sit-down dinner then you could either say your toast at the beginning of the meal or at the end. You may want to have a glass of Champagne or something sparkly for everyone to toast your parents.
"Friends and family we are all here together tonight due to the tiny threads that my parents have weaved together for the past sixty years and more. Not forgetting we are all lucky that we have had Bob and Lily (change to your parent's names) in our lives as friends and family for a long time showing us what a good marriage is.
I asked my Mom and Dad what they thought the secret of a Happy Marriage was and they said ... (actually ask your Mom and Dad what they think it is, there are bound to be some funny quotes that you can use) As you can see they are a perfect match and it is very true that time flies when you are having fun, sixty years have flown by for them both.
Please join me to raise a glass for my Mom and Dad and wish them both a very Happy Diamond Anniversary."
It can be hard as a child to see your parents as their friends and other family members see them and to find the right words to describe them and their marriage because at the end of the day they are your Mom and Dad.
These phrases are lovely ways to describe a couple

A classic line in an Anniversary toast is that you looked up the definition of a Happy Marriage and there were your parent's names. To be fair it is a bit cheesy but it makes people smile.
You can instead use one of these quotes in the part of your toast where you are describing your parents or start with the quote and say how much it reminds you of the love or relationship that your parents share.
